The West Coast region is subject to high levels of rainfall and has high energy rivers that often flood. Several communities have needed Council's advice and co-ordination over the years to develop flood protection or river control works, for managing the rivers that flow through their land, or for sea protection. Two rating districts were formed to develop land drainage schemes to drain farmland for agricultural purposes.

The individually rated properties within each scheme pay for all capital and maintenance works needed to maintain the scheme assets. Annual meetings make decisions on the maintenance work required each year and the level of rating. The Council maintains an asset management plan for each scheme that sets out the purpose of each scheme, the level of service provided, and the ongoing management needed.
