What's it all about?

The Proposed Regional Policy Statement provides a broad direction and framework for managing the West Coast's natural and physical resources under the Resource Management Act 1991. It includes the principles that are important to West Coast communities, identifies regionally significant issues, objectives to address the issues, and policies and methods to achieve the objectives.

This is a new direction for the Proposed Regional Policy Statement. With regulation now set in our Regional and District Plans, the Proposed Regional Policy Statement takes a high level strategic approach to the management of the regionally significant issues on the West Coast.

Notification of the Proposed Regional Policy Statement

On 16th​ March 2015 the West Coast Regional Council (the Council) notified the Proposed Regional Policy Statement in accordance with the provisions of the First Schedule of the Resource Management Act 1991. A total of 72 submissions were received.

Summary of Decisions Requested

Staff prepared a Summary of the Decisions Requested on the Proposed Regional Policy Statement and released this for further submissions on 6 November 2015. A total of 24 further submissions were received. A copy of the Summary of Decisions Requested and the further submissions can be downloaded below. At its 14 August 2018 meeting, the Council accepted the Hearing Panel’s Recommendations as the Council’s Decisions on submissions to the proposed Regional Policy Statement. Council released its Decisions Report on 17 August 2018. The Decisions Report refers to the Section 42A Staff Recommending Report (including the Log of Errors as an Errata), and the Council’s staff Right of Reply at the hearing as forming part of the Decisions Report.

Appeals on Council Decisions

The period for lodging appeals to the Environment Court on the Council’s Decisions on the proposed RPS closed on Friday 28 September 2018. The appeals can be downloaded below:

Section 274 parties

Following the appeal period, a submitter who made a submission on a part of the proposed RPS that is under appeal can lodge with the Environment Court an interest in the appeal under section 274 of the Resource Management Act. Several submitters lodged notices of interest in the appeals. Below is a link to the section 274 notices:​

Minute from the Court​

The Environment Court released a Minute on 14 November 2018 indicating their views on mediation of appeals, and directing the Council to provide administrative information for organising mediation. Below is a link to the Minute.​
