Standing orders
Standing orders contain rules for the conduct of the proceedings of local authorities, committees, subcommittees and subordinate decision-making bodies.

Code of Conduct
The Code of Conduct sets out the standards of behaviour expected from elected members in the exercise of their duties.

Governance Statement 2026
The Governance Statement describes the functions, policies and processes through which Council delivers for the community in a transparent, inclusive and lawful manner.

Long Term Plan 2024 - 2034
The Long-Term Plan sets out Council’s strategic direction, funding intentions and work programmes in detail for the coming three years, and in broad outline for a further seven years. See here for previous Long Term Plans.

Councillor Allowance and Expense Reimbursement Policy 1 July 2025-30 June 2026
This policy sets rules for claiming of expenses by WCRC elected members and the resources that will be available to them during their term of office.

Annual Plan 2026-2027

The Annual Plan sets out the Council’s yearly programmes and budgets as foreshadowed in the Long-term Plan immediately preceding it. See here for previous Annual Plans.

Annual Report 2024-2025
The Annual Report provides an outline of the Council’s achievements for each financial year, including an assessment of financial performance measured against what we planned to do.
